Our below exercises are good for both saggy breast and undeveloped breast. While fat, glands, ligaments and skin can't be toned or tightened through exercise, the muscles beneath your breasts, called the pectorals, can be strengthened. A regular chest routine helps develop your pectoralis, but since your breast and surrounding fat tissue are covering them up you can't really see those muscles. ... As the muscles get bigger, they appear to lift up the breasts so they sit a little higher on your chest.

Pushups

1. Pushups: The push up requires the work of many muscle groups, with one of the primary muscle groups being the chest muscles, the pectoralis major and the minor. 
These are the two large chest muscles and the main pushing muscle group of the upper body. When pushing and lowering the body during a push up, the pectoralis major is doing most of the work. As a result, these muscles become very strong and can become defined firm breast.


Bench Press

2. Bench Press: The person performing the exercise lies on their back on a bench with a weight grasped in both hands. They push the weight upwards until their arms are extended, not allowing the elbows to lock. They then lower the weight to chest level. This is one repetition (rep).
It can help your breasts appear to be slightly lifted due to the strengthening of the pectoral muscles that are situated behind the fatty tissue of the breasts. While this can help breasts appear firmer and more lifted, some women's breasts still need surgery to appear perky.


Wall Push


3. Wall Push: Pace both feet away from a wall.Then lay your palms on the wall and bend your arms, like doing pushups. This is easiest exercise in all of them.
To perform you will need to put both feet about 2 feet away from the wall and then put your hands flatly against it at chest height. Male sure you leave a gap in between your feet that is in line with of your with of your shoulders.

Swimming

4. Swimming: It is the best exercise that can enhance your breast size due to water resistance on pectoral muscle.
